More Communication, More Cooperation: “China-Korea International Forum“ Held at PKU

Peking University, Oct. 19, 2014: On September 18, 2014, the “China-South Korea International Forum” was held at PKU. It was sponsored by Center for International Political and Economy(IPE Center) of PKU and Korea Institute for Industrial Economics and Trade(KIET). Prof. Wang Yong, Director of IPE Center together with Prof. Kim Do-Hoon, Dean of KIET hosted the forum.

The forum fell into two parts. The first was on Sino-Korea FTA issues and further economic cooperation and the second was on President Xi’s visit to South Korea and the changing situation of Northeast Asia.

Prof. Jia Qingguo, Dean of School of International Studies(SIS) of PKU, delivered the opening speech. He pointed out that both China and South Korea have been making active efforts in furthering Sino-Korea relations since the mutual visits by the leaders of both sides. Therefore, the forum met the demand of rapid development of mutual relationship.

Prof. Ahn Se-young, President of National Research Council (NRC), made a warm address. The economies of both sides are highly complementary, according to Prof. Ahn. As a result, Sino-South Korea FTA negotiation will turn out successful despite its present setbacks. The agreement will benefit both China and South Korea eventually.

Researcher Long Guoqiang, director-general of General Office in the Development Research Center of the State Council(DRC), pointed out in his key-note speech that the ongoing Sino-South Korea FTA will practically be the first FTA that China signs with a developed country. It will further Sino-South Korea economic and trade relations and exert profound impact on the regional integration of East Asia, said Long.

Then Lee Jin-myon, Dean of Business Analysis Office of KIET, made a key-note speech on Sino-South Korea FTA and proposal for manufacturing cooperation. Dr. Lee compared the trade structure and competitiveness between South Korea and China with specific data. He also analyzed the effects of lower tariff after signing FTA and the scheme for cooperation in manufacturing.

In the second half of the forum, Shin Jung-seung, Director of Chinese Research Center of Korea National Diplomatic Academy and former Ambassador of the Republic of Korea to China, delivered his key-note speech first. He said that the strategic cooperative partnership between South Korea and China is maturing with President Xi’s state visit to South Korea. Cooperation will expand from partial  bilateral relationship to such regional and global issues as anti-nuclear proliferation, disaster mitigation, nuclear safety, environmental protection and climate change.

Prof. Wang Jisi of SIS and also Dean of Institute of International and Strategic Studies of PKU, made a speech on the security of Sino-South Korea and Sino-Japan relationship. It is not time yet to build a virtuous circle for Sino-Japan relationship, said professor Wang, considering that mutual political situation has never been worse than now since 1972 when China established diplomatic relations with Japan.

A concluding speech was given by Prof. Wang at the end of the forum. International structures at global, regional and sub-regional levels are undergoing significant changes, said Prof. Wang. The geopolitical and economic structure of Northeast Asia is the most complicated and sensitive throughout the globe since it concerns different interests of various countries. China and South Korea are speeding up cooperation against the background where a new form is being formed.

Opportunities comes along with challenges. Therefore, further development of Sino-South Korea relationship calls for dialogues between intellectuals of both sides, concluded Prof. Wang.
