Two Sessions | Prof. Jia Qingguo: measures needed to optimize traffic management

Peking University, March 7, 2023: During the ongoing “Two Sessions” – the annual meetings of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC) National Committee, Jia Qingguo, a professor at the School of International Studies of Peking University, and a member of the 14th National Committee of CPPCC, proposed that measures are necessary to optimize traffic management in order to make travels safer and more convenient.

According to Prof. Jia, although the departments of transportation in China have made significant improvements in traffic management in recent years, there are still problems to be solved. 

One major issue is the high risk of violations that drivers face, with too many and complex traffic signs to remember and understand, making it difficult to make quick and safe decisions while driving.

Another concern is the excessive number of traffic surveillance cameras on the roads, which causes drivers to pay more attention to the cameras than to the roads, for fear of being fined. 

Moreover, Prof. Jia noted that some traffic management policies, such as setting unreasonable speed limits, are sometimes used as revenue-generating tools, which can result in traffic accidents.

Prof. Jia emphasized that traffic management is intended to provide safe and convenient travels for people, but the current situation is against this objective. 

To address these issues, he proposed several measures, including the need for a coherent vision, simplifying traffic signs, setting surveillance cameras appropriately, setting reasonable speed limits based on safety and convenience, and prohibiting any regulations aimed at generating fines.
